Recall that the transition to automated collection of data on emissions and discharges is planned as part of the reform of the industrial burden on the environment launched by the government in 2008. As reported by Davydov.Indeks, in March 2018, the government submitted a corresponding bill to the State Duma.
According to him, it is proposed to introduce the concept of "automatic control system", which will automatically measure and take into account the amount of pollutant emissions. It was assumed that the collected data will be sent to Rosprirodnadzor, which keeps the state register of objects that have a negative impact on the environment.
In addition, the government should have the right to determine at facilities of category I (large enterprises that are the main polluters of the environment) equipment, the discharges from which are subject to automatic control.Also, the cabinet is to develop rules for creating and operating an automatic control system.
At the same time, measures to equip sources of emissions and discharges of pollutants by means of automatic control and transmission of information will be carried out at the expense of enterprises that own these sources.
According to Kommersant, today companies report to the regulator on settlement data not in an automated mode. It is assumed that after the transition to automated control, the regulator will receive more reliable data.
In addition, according to the document, the installation of meters for measuring and recording industrial emissions and discharges should start from the moment of obtaining integrated permits - from 2019, the transition period will last four years. Such permits should be issued in the presence of an investment program involving the transition of the company to technologies that guarantee the specific level of emissions and waste required by the regulator, as well as the program for the control of pollution.
The Ministry of Industry and Trade estimates all capital investments associated with the transition to the best available technologies at 8-9 trillion rubles - about half of all capital investments made in 2017.This money must be invested over seven years - from 2019 to 2025, for which the investment programs of companies and current technological reference books will be calculated. After this period, the program is expected to be completed.
At the same time, there is a risk that it may be not possible to go to the specified deadlines for automated control of emissions. In particular, if modernization is planned at the enterprise, the equipment with control devices will begin only after its completion, and the timing of this process has not been determined. In addition, in the Russian Union of Industrialists and Entrepreneurs they fear that the transition to automated control will delay the bureaucracy in obtaining an integrated permit: because of this, the procedure can be delayed for many years. Also, sources in industrial companies say that the launch of automated control will slow down the lack of production of necessary equipment in the Russian Federation, which will force companies to import it.
It should be noted that the technological regulation of environmental pressure and the integrated environmental permits associated with it must be tested from 2019 at the dirtiest industrial facilities.Rosprirodnadzor has been preparing a list of 300 sites for several years, but so far it has not been approved.
Ecologist Oleg Ivanov (Kaliningrad) shares his opinion on the situation: “Sooner or later, our country will come to install such systems. However, I’m not at all surprised that the deadlines are blurred and the Justice Ministry is not coordinating documents. The industrial lobby is strong enough, it will resist to the last aimed at the fair right of citizens and the state to at least somehow control the emissions of pollutants that enterprises carry out. In a number of Russian cities, the lack of control over emissions has already led rather serious environmental problems. <...>
The question of installing automated control systems can only be resolved by political will. As long as everything is in the mode of soft dialogue and negotiations, nothing will happen. In our state, it is already time to move on to an ecological dictatorship and to a rather rigid establishment of environmental protection rules. If everything converges at one point of coordinates (I think it will be soon), then it will definitely not only be accepted,but also ensured the implementation of those legislative initiatives, which will be able to strictly regulate the issues of controlling emissions of enterprises. "
Olga Kuranda, head of the regional representative office of the All-Russian Ecological Public Movement “Green Russia” in the Samara Region, believes that in many respects everything comes down to money and political will: we have finally become a smart state with the right technologies. Then the installation time of automated ecological systems will not shift, but before that we still have a long time. <...>
