Is total cycling threatening Moscow ?!
On Saturday, in one of the modern pavilions at the Exhibition of Economic Achievements, wide public hearings were held on the Moscow cycling project. At the hearing a draft was submitted, which can be seen in the diagram in the title picture of this post.
So what do we see in the diagram?
The existing blue lines (when it’s just markings at the edge of the road) and bicycle lanes (a separate track with its own traffic lights and markings, separated from the roadway) are shown in solid blue lines. Even on the diagram it is clear that only the boulevard ring represents a single system, and the rest is segments and outline for further development, which, however somehow hangs. The most interesting thing is that from the Department of Transport there was only a girl, represented as a “representative of the Department”, who cheerfully read out the presentation about what everyone already knows. There was no decision maker or authority to express the opinion of the department.What is sad for someone is joyful for someone, but somehow it’s very revealing: they started vigorously, but suddenly they decided to remove themselves from the process according to the classical scheme “Let the people decide or at the worst experts”.
I have the project “Walking around Moscow” and walking tours of the city, I walk a lot. In addition, I am a very big car enthusiast, and even lead a separate project Mosgordrayv about cars. I have three bicycles on my balcony (and these are only my wife's bikes), and I have been using the city bike hire actively since the very first day of its existence, I don’t know anything better for traveling around the Central District in summer.
I am not a supporter of universal cyclization, but the infringement of the rights of motorists within the TTR is not just necessary, but vital for the city. At the same time, in the very center, within the Garden Ring, a pedestrian should be absolutely absolute priority. From these positions, I will continue to argue and lead theses.
I will be the most brazen and summarize what I would like to see in the city and what would allow us all to reach a compromise.

IMPORTANT!!!At the hearing, the chairman of the interregional organization "Union of Pedestrians" (!!! yes there is such, it turns out), Vladimir Sokolov spoke. He did not have a presentation, but he raised a very important question that concerns everyone and cyclists, not least. On our roads in the city, the actual permitted speed reaches 80 km / h (60 + non-punishable 20 km / h). With such a speed in Europe, they drive only on the highway, and the fines are not a paltry 250 rubles (DISCOUNT ON THE FINE, in general some kind of nonsense), but very impressive sums. No movement, neither pedestrian nor bicycle, can be called safe until the city is officially strictly enforced to observe the speed limit.
A speech was made by Vladimir Kumov, the leader of the project Let's Bike It, a man who cannot but be respected for organizing the Bicycle Parades.Bicycle parade is such a cool and cool event, aimed at popularizing cycling, that I won't even say anything superfluous here. Just know that every year more and more people come to the winter and summer bikes.
A man about whom it is impossible not to say, but it is completely incomprehensible why he came. Peter Shkumatov, coordinator of the community “Blue buckets”, the organization that once successfully fought with the privileges of officials, for the abolition of flashing lights and against the overlapping of streets for the passage of the next convoy. And so, SUDDENLY, the organization was a great success, the flashers became several times smaller, and the overlap of the streets turned into an accident rather than a daily ritual. Goodness triumphed, but motorism of the brain is a very serious mental disorder: a person’s city does not turn into a place for pleasant pastime and walks, not a cultural and historical space, but into a shopping and entertainment and business center, where you need to move efficiently from point A to point B, no more. Everything else needs to be demolished, and walk in the parks.
The main strategic idea of Peter was that Moscow is overcrowded, and now in the city should live no more than 10 million, and then we'll talk.

On the contrary, people begin to drive more carefully, and not drive 80 km / h, but at the same time an additional 2-3 meters are released, sufficient for organizing not just bicycle lanes, as on the boulevard, but also a whole detached and protected bicycle path

Leonid showed an accelerated movie, where in rush hour along Petrovsky Boulevard, one after another, a continuous stream of cars moves and rare cyclists pass. The video is good,but here you can see exactly the same slyness and to complete the picture you need to remove THIS SAME place at rush hour, but when the bike rental will work, and you can also remove another place, and not where it is difficult to screw it up the hill. It is difficult for motorists to understand, but anyone who often rides around the city on a bicycle and especially enjoys bicycle rentals knows that Moscow is a very hilly city and sometimes it’s easier and faster to drive around the side streets than to climb the mountain directly.
In addition, Leonid clearly put an arrow on Moscow (not forgetting the new one), they say, this is me, but my 100-kilometer, and this is only in diameter. Just imagine if I put it on Amsterdam. Checkmate, bicycles
In general, of course, they did not listen to him, but it’s a pity that we will never come to a compromise.
By the way, the dense central administrative district is even smaller than Amsterdam, which can even be regarded as the correctness of the chosen strategy for the development of cycling within the TTC.
In addition, bicycles are a good alternative to shuttle buses, if you do not just bicycle parking in the form of poor metal structures, but full-fledged bicycle parking and covered boxes at train stations, at popular metro stations.Few people in their right mind will travel from Bibirevo to Butovo, but getting to the subway instead of the bus in a traffic jam in 10 minutes is a nice thing.
Interestingly, now Almetyevsk can be considered the bicycle capital of Russia, a small 150 thousandth city in Tatarstan (but at the same time one of the oil cities of Russia) with a dense network of cycle paths, bicycle lights and other bicycle infrastructure.
But Peter, surprisingly, is 10 years behind Moscow:
The city, perfectly flat with a climate like in Amsterdam and its scale, could not even do a bike rental at a normal one. So far they are trying to employ all their institutions and contractors, who do not have, at times, neither experience, nor even an understanding of how to do everything.

The main point: in our course, life safety for schoolchildren is given more time to study ways to protect against a nuclear explosion and chemical attack than to the rules of the road.
And this is unbelievable, however, we really don’t even have all motorists who have passed the idea of knowing the traffic rules, and most cyclists sometimes do not understand the logic of traffic flow, putting themselves at risk and, most importantly, discrediting all responsible cyclists.For examples of abnormal cyclists, I think, it is not necessary to go far, everyone who drives behind the wheel at least once faced.
GENERALIZED A LITTLE FROM:
Alas, the problem of cycling is not just a matter of laying bike paths and creating infrastructure.
First of all, any cycling community should cooperate and everywhere support the following theses to the maximum, which are beneficial for everyone from children to senior citizens, from cyclists to responsible motorists:
1) At the federal level, you need to cancel free 20 km / h for a long time and get everyone to follow signs. Said 60 km / h, it means no more.
2) Road diet. Stripes in large cities need to be redrawn and narrowed. The city is not a highway, children, pensioners go there, cyclists drive, and there will be less accidents with serious consequences
3) A complex, long, but very necessary educational work is needed. Life safety in schools and, moreover, in universities has finally turned into a subject divorced from reality, when we all know that the subway is a bomb shelter, but no one even looks for a fire exit in case of a fire or how to behave and did not hear.
Such sad conclusions.I even understand why the cycling project, good and necessary, was lowered on the brakes. Cycle movement is progress, but most even urban transport experts still do not really know why this is all. Forces and patience cycling!
A bicycle is not a replacement for a car, not a replacement for the subway, but a good addition and a cool alternative. Let's think about how to do better, make friends and cooperate on at least three points above and topics that are necessary for everyone.
