CEC proposed to cancel the election results in Primorye

The Central Election Commission will recommend the election of the governor in Primorye as invalid, said CEC chairman Ella Pamfilova.
“Based on a number of factors that we analyzed, we suggest recommending to the [local] electoral committee to recognize the elections in Primorye as invalid,” Pamfilova said. According to her, the CEC will recommend that the election documents be transferred to law enforcement agencies.
September 9 held early elections of the governor in Primorye, the elections that day passed without incident and irregularities, said Pamfilova. “Preparation for the second round was also organized normally, there were no complaints from the candidates, there were no complaints about voter pressure. We had the feeling that the campaign was purely transparently organized, ”she added.

At the same time, Pamfilova clarified that even the data that the CEC already has allow it to make a decision without delay.
“Now in Primorye our commission is under the leadership of Siyabshakh Shapiyev. The facts that we already have now allow us to consider this issue today, ”explained the head of the CEC.
She noted that the campaign was transparent and orderly throughout both rounds, not counting individual violations. “Everything was fine until a certain point. As you know, according to the results of the second round, as of 10 am, 97.16% of protocols were entered, the difference between the candidates was 7%. We wondered why these remaining protocols had not been entered for so long? ”, Pamfilova described the situation.
“On September 17, the Emergencies Ministry services restricted access to the SIC of the Soviet District of Vladivostok under the pretext of work. The commission has long been unguarded, without control. The most important documents were out of control, ”she added.

Pamfilova added that “the credibility of the will of citizens in 13 polling stations cannot be determined,” because the Ministry of Emergency Situations restricted access to the polling stations.
According to the certificate, the difference in votes in favor of Andrei Tarasenko, who won the election, was more than 7 thousand. And on 13 polling stations, access to which was restricted, more than 24 thousand voters could vote. Thus, “the result could be changed both in the direction of candidate Tarasenko Andrei Vladimirovich, and in the direction of candidate Ischenko Andrei Sergeyevich”.
Pamfilova said that "the work of a huge number of people has been crossed out."

On Sunday, September 16, a second round of gubernatorial elections was held in Primorye, in which United Russia candidate Andrei Tarasenko and representative of the Communist Party of the Russian Federation Andrei Ishchenko went. When counting the votes, Ischenko was practically leading from the very beginning, the leader of the Communist Party of the Russian Federation Gennady Zyuganov even congratulated him on his victory, but after counting 99% of the ballots, Tarasenko unexpectedly overtook him. According to the results of processing 100% of ballots, Tarasenko became the leader of the voting.
According to the results of the current voting, Primorye became one of the four regions where the current governors did not get 50% of the votes and the second round of elections was appointed. However, of the four regions - Khakassia, the Khabarovsk Territory, the Vladimir Region and Primorye - it was Tarasenko who considered the highest chances of winning.
First, Tarasenko was not only appointed Acting Governor Vladimir Putin at the end of 2017. Putin personally supported him on the eve of the second round.Secondly, following the results of the first round, Tarasenko gained more votes than his communist opponent: 46.57% against 24.64% of Ischenko. <...>
Tarasenko heads Primorye since October last year, he was appointed to this post by Vladimir Putin. After the first round of elections, Putin arrived in the region where the Eastern Economic Forum was held this week.
During this trip, the president met with Tarasenko. “Andrei Vladimirovich, we are not going to talk about elections now, or maybe at the end. I know that you have a second round to be. Everything, I think, will be fine, ”Putin told him.
Of the United Russia members who came to the second round, Tarasenko is the only one with whom the president personally met. Putin met with him in the summer - this is a peculiar form of support for one or another candidate.
