Aleksey Gordeyev, who led the Voronezh region since 2009, resigned as governor of the region (he is the chairman of the regional government) on December 25, 2017, due to the appointment of the presidential plenipotentiary in the Central Federal District. Voronezh mayor Alexander Gusev was appointed to the post of governor, who later became the “main candidate” in the gubernatorial elections: he was nominated by the regional branch of United Russia.
In addition to Gusev, another 7 candidates were nominated: coordinator of the LDPR regotdeleniye, head of the party faction in the city of Voronezh Oleg Burtsev (LDPR), secretary of the Rossoshanskogo district committee of the Communist Party of the Russian Federation, deputy of the regional Duma Nikolai Voronin (CPRF), director of the ZNU Scientific Library of the Voronezh State University Arkady Minakov (Rodina), Sergey Mushtenko, Director of Career Center LLC (Yabloko), Yury Slepchenko, Associate Professor of the Voronezh Economic and Law Institute (Cossack Party of the Russian Federation), Igor Perevezentsev, General Director of MetallMarket GC and Growth Editor Op newspaper "Rossosh" Vitaliy Klimov ( "Fair Russia").
After the passage of the municipal filter and the registration procedure, only two were eliminated - Sergey Mushtenko and Yuri Slepchenko: they simply did not submit the appropriate documents. In total, 6 candidates were admitted to the election.
The results of the single voting day were summed up at a meeting of the election commission of the Voronezh region, which took place on September 12. As indicated in the final protocol, the turnout for the governor’s elections was 44.83%. As noted by the election commission, the regional center showed a low turnout: only 20.74% of the city’s voters came to polling stations in Voronezh. The leader in voter turnout was the Buturlin district of the region - 88.55%.
Alexander Gusev was expected to be elected Governor, he received 72.52% of the vote. At the same time, the level of support for Gusev differed in different areas: he received most of all in Anninsky (92.86%) and Repyevsky (92.62%) districts, least of all in the Rossoshansky district (44.96%) and Voronezh (from 52, 10% to 59.25% in different areas of the city). Other candidates showed the following results: Nikolay Voronin - 13.68%, Oleg Burtsev - 6.25%, Vitaly Klimov - 2.22% (18471), Igor Perevezhentsev - 2.22% (18413), Arkady Minakov - 1.58 %
During the elections and after them, two complaints were received by the election commission on violations related to the conduct of voting,by counting votes and drawing up protocols of election commissions. Based on the results of consideration of these appeals, members of the commission recognized that during the voting and determining the results of the elections of the governor there were no violations that could affect the results of the elections and would not allow to establish the results of the will of the voters with certainty.
When comparing the election results with data on past gubernatorial campaigns, it is clear that the turnout this time is the lowest since 1996, but the result of Alexander Gusev is only lower than the percentage received in 2014 by Alexey Gordeev:
1996: turnout - 52.26%, Ivan Shabanov - 48.97%;
2000: turnout - 47.59%, Vladimir Kulakov - 59.99%;
2004: a turnout of 62.44%, Vladimir Kulakov - 52.49%;
2014: turnout - 57.21%, Alexey Gordeev - 88.81%.
It should be noted that immediately after the elections, Gusev “managed” to be in the center of a scandal that had thundered all over the country: he dismissed, and then again recruited vice-governor Yuri Agibalov. 2 days passed between the dismissal (September 15) and return (September 17) of Agibalov, but nevertheless, being dismissed, in accordance with regional legislation, he was entitled to a one-time payment of 23 salaries and a life-long supplement to pensions of 75% of salary .At the moment, Agibalov is again dismissed, this time for good, but this story has undoubtedly left some trace on the reputation of the newly elected governor.
The results of the campaign are evaluated by the doctor of political sciences, the head of the autonomous non-profit organization "Institute for Political Analysis and Strategies" Dmitry Nechaev: "Even before the elections, commenting on the election campaign, I said that the election results will be predictable and the acting governor of the Voronezh region Alexander Gusev will win by a large margin their opponents. The remaining five people who participated in the elections, rather played the role of political escort. <...> In general, the elections were predictable. The turnout in rural areas was sufficient but high, but there was a significant minus in the city: only 20%, that is, one in five of all voters came to the polls. And this, of course, showed a certain attitude of voters to the problems of political competition in these elections. <...>
The elections were indeed successful for Gusev, but a month later a scandal broke out. This is the famous golden parachute story for the whole country for the vice-governor.I must say that the risks that now exist in relation to Gusev are weighty. <...>
Our region is on the verge of political turbulence. And in this case, Alexander Gusev test for strength. They are checked by specific political actors, by the invisible forces that will work against him. This situation will be for him in the Arnold Tommy system "call - answer". Time will show whether he can give an adequate answer to these challenges. But in any case it will be very difficult. "
Political technologist, director of the Center for Socio-Political Technologies Vladimir Inyutin also notes that the elections were held without surprises: “The elections were calm, in a sluggish mode. The government did not rely on the turnout, which was right. the results of the elections were quite predictable. As for the rivals, they did not look like people who could even theoretically pretend to be in charge of the region. <...> The authorities guessed with sparring partners whose biographies to the voter there was nothing to cling to, unlike the same technical candidates in Primorye. <...> There was where to concentrate protest sentiments.Voronezh region during the leadership of Gordeeva moved from depressed regions to dynamically developing ones. And Gusev is perceived by many as the successor of Gordeev, so there was no such protest vote against him as in Primorye. "
